Actually, if you hold the "Living" the Diocesan Bishop can instruct, but you can ignore them .... though you might have to justify your actions and fight your corner ....
In the Episcopal Cburch we rejoice in the ministry of bishops(and where would we be without the old darlings), but they can no more tell us what to do than can presbyteries or conclaves of laity; it takes all of us. Not all of our current and former bishops understand this (ref. -Bob Duncan).
...and expect them to do it.
