In American politics we have something called a, "poison pill." When a bill cannot be defeated, Congress-persons opposed to it try to attach something that will make it impossible for some supporters to accept. Sometimes this backfires big time, an opponent of the civil rights act, Strom Thurmon became the father of women's athletics when he pushed an amendment to the aid to education act banning discrimination against women. The huge growth in women's athletics came along because the bill passed with that amendment, and colleges had to make as many scholarships for women available ad they have for football. But, often the technique works. Give us a bill that allows women bishops but the belittles their position, limits their prospects, and permanently consigns them to, "second tier" status. Bingo, it fails! The Grand Tufti can now retire, and write a book about how hard hw worked to avoid schism. ;;sigh;;FWIWjimB
